Yes, weak "Contact us" buttons lose jobs. No, every page does not need five competing CTAs and a scarcity countdown.
Agencies are right about one thing. "Contact us" is lazy. People want to know what happens next.
"Get my free preview". "Book a walk". "Call now". That is clear. Good.
Where they overcook it
Then the advice turns into CTAs on every square inch, multiple competing buttons, urgency tricks, FOMO, A/B testing theatre.
For an ecommerce shop, maybe. For a Worksop electrician who wants the phone to ring, it is noise.
One primary action
Each page should make the next step obvious. Not turn the visit into a quiz.
